President Trump isn’t creating a new rule for truckers. What he’s doing is enforcing rules that have already been on the books since the 1930s. That rule is simple and common sense: If you want to drive a commercial truck in the United States, you must be able to read and speak English. It’s almost absurd that this needs to be stated, right? Obviously, drivers need to understand road signs, talk to law enforcement, and communicate if there’s an emergency.

For years, that law just sat there collecting dust. Obama’s regime actually gutted (and ignored) most enforcement, while sanctuary states like California and Washington kept handing out CDLs like Halloween candy to anyone with a pulse, no English required. And sadly, we’ve all seen how that turned out, with one deadly crash after another by foreign drivers who can’t read a stop sign.
However, all of that changed in April 2025, when President Trump signed an Executive Order that finally put teeth back into the law. When June rolled around, real enforcement began. If drivers fail an English test, they’re immediately taken off the road. No more free passes.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. America’s truck drivers are essential to the strength of our economy, the security of our Nation, and the livelihoods of the American people. Every day, truckers perform the demanding and dangerous work of transporting the Nation’s goods to businesses, customers, and communities safely, reliably, and efficiently.
Proficiency in English, which I designated as our official national language in Executive Order 14224 of March 1, 2025 (Designating English as the Official Language of the United States), should be a non-negotiable safety requirement for professional drivers. They should be able to read and understand traffic signs, communicate with traffic safety, border patrol, agricultural checkpoints, and cargo weight-limit station officers. Drivers need to provide feedback to their employers and customers and receive related directions in English. This is common sense.
That is why Federal law requires that, to operate a commercial vehicle, a driver must “read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records.” Yet this requirement has not been enforced in years, and America’s roadways have become less safe.
My Administration will enforce the law to protect the safety of American truckers, drivers, passengers, and others, including by upholding the safety enforcement regulations that ensure that anyone behind the wheel of a commercial vehicle is properly qualified and proficient in our national language, English.
So, why are Americans still getting killed by foreign drivers who shouldn’t even have a license, like in the horrific Florida crash that snuffed out three beautiful Americans?
The ugly truth is that enforcement is still ramping up, sanctuary states are dragging their feet, and government red tape is choking everything to death. But President Trump is staying the course, making sure these rules stick and that everyone either follows them or faces the consequences.

These are some of the changes that will be happening under President Trump:
Now there will be random roadside checks to weed out unsafe drivers, and companies keeping these dangerous drivers on the payroll will be staring down some hefty fines. With the federal government now overseeing enforcement, states are going to find it a lot harder to ignore the rules, and if they’re caught doing it, they’ll be in some very hot water.

Americans deserve safe highways, and American truckers deserve a level playing field. As it stands now, the trucking industry has been hijacked by illegals, DEI and dangerous (and deadly) policies, and corporate greed. It’s time for change.
